League and Cup Rules The Scottish Unity League and Cup Rules will be reviewed over a period of time. Please note that these are a temporary draft set of rules that will be developed in due course by the Director of Disciplinary, Rules & Referees. The League and Cup competitions will operate under the following rules until the process of review is complete: 1.Teams must be stripped and ready 5 minutes before the kick-off time that has been indicated. Referees will aim to start matches on time even if one or both teams are unable to field 11 men. Teams that cannot field a minimum of 7 players by 15 minutes after scheduled Kick-off time will forfeit the match and the score will be recorded as a 5-0 loss. The offending team will also be charged the full price of the pitch and referee. 2.If the Cup game is drawn after 90 minutes it will be decided by a penalty shoot out to a finish. 3.Substitutions can be made as and when required without limit although the referee must approve these. Players who have already been substituted can be brought back on. 4.Each team must supply a football for every match they play. Teams should agree between themselves which ball will be used for the match. If called for, the referee's decision will be final. 5.Players will be booked for offences according to regular S.F.A. Rules. Any player sent off will face an immediate one-match ban in the next official fixture his team plays. The League Director of Disciplinary, Rules and Referees may increase the suspension based on a referee's report. The Director of Disciplinary, Rules & Referees will be responsible for ensuring the enforcement of bans. Any serious breach of fair play or decent behaviour both on the pitch or in the grounds of Garscube Sports Complex will be dealt with by the Director of Disciplinary, Rules & Referees and the League Management Committee with the possibility of points being deducted or individuals/ teams being disqualified. Any player sent off for sectarian, racist or bigoted actions of any kind will face an immediate 3-month ban. This may be increased subject to the decision of the Director of Disciplinary, Rules and Referees. The player will not be accepted back into the League unless a written apology is received from the player to the League and the opposition player/ players the action was directed against. All teams entering the League sign a declaration against sectarianism, racism and bigotry and must have a commitment to having a team open to all. The only selection criteria will be the footballing ability, character of the individual and the collective balance of the team. 6.Players registered for one team cannot play for another team within the League. Other than a formal transfer being agreed please see transfer forms held at reception. Players who have played in a cup competition for one team will not be eligible to represent another team in that same competition that season. Any team found to be playing an ineligible player will have any points obtained from that match awarded to the opposing team. Any player playing for another team he is not registered to will face a 4 match ban. 7.A team may withdraw from a scheduled fixture if at least 7 days notice is given prior to a game. A game must be cancelled before 1800hrs on the Sunday 7 full days before the match. The cancellation is only deemed complete when this recorded with a receptionist at Garscube Sports Complex and the Leagues Director of Fixtures. Any withdrawal with less than 7 days notice will result in the offending team being charged for pitch hire prior to their next fixture. 8.Team Managers have the responsibility to collect pitch and referees fees. Each game will cost £24 per team (£22 to University of Glasgow for Pitch Hire and £2 for League Fees) plus a referee fee of £12.50 per team. Both amounts must be paid to Garscube Sports Complex Reception before entering the field of play. 9.Only if both teams agree in advance can a fixture be played if a referee fails to turn up. In all other cases it will be deemed that a friendly is played. 10.Referee's will be responsible for completing a Referee Match Report Form to record the details of all fixtures. 11.Any team wishing to make a protest must complete a protest form(which will be kept at reception).This must be submitted to reception (Who will send all such forms to Paul Morrison the League Secretary) on the day the match is played.
